CCSA to formulate e-waste recycling standards based on EU requirements
To comply with the European Union's (EU) e-waste management and disposal requirements, the China Communications Standards Association (CCSA) has set up the Special Task Team for Environmental Protection. The task force will formulate standards for recycling e-waste and testing for harmful chemicals in electronic products– the latter being compulsory.

Mainland China leads EMS/ODM market dominance in Asia
Asia will maintain its dominance in the electronics manufacturing services/original design manufacturing (EMS/ODM) markets for at least the next several years, according to research firm In-Stat. Mainland China, with its low-cost advantage and burgeoning demand, will account for nearly 76 percent of the Asian EMS/ODM market in 2011, which is expected to grow to $281.8 billion from $121.5 billion in 2006.

India's e-waste becomes a growing concern
According to a report by Toxics Link, an environmental organization based in Delhi, India's production of high-tech waste is far higher than previously thought. The report claims that the country generates about 150,000 tons of waste electrical and electronic equipment (WEEE) a year, including computers, TVs, refrigerators and washing machines. This does not include clandestine imports from the developed world shipped into the country under the guise of scrap or second hand goods. Toxics Link's report indicates that Delhi and its adjoining areas are receiving a substantial amount of Mumbai's electronic discards, both internal as well as imported, particularly computer PCBs that are too dangerous to be handled in congested areas of Mumbai, the commercial and financial capital. As such, Delhi has become India's main recycling base partly due to the slack enforcement of laws banning hazardous waste processing in residential areas. With India lacking organized alternative for recycling, most of the country's WEEE eventually finds its way into the 'informal sector.' Toxics Link thus called for India to install proper and adequate e-waste management systems to minimize the associated pollution and health risks.

Impact of REACH predicted to be larger than RoHS
Similar to the Toxic Substances Control Act in the United States, REACH is designed to streamline the existing legislative framework governing the production and import of chemical substances in the European Union (EU). The REACH regulation is intended to create a single system to regulate new and existing chemical substances, and is expected to spur the phase-out of more dangerous chemicals in favor of safer substitutes. Scheduled to come into force on June 1, 2007, REACH will reportedly replace a number of other laws in the EU and is expected to have a huge impact on the electronics industry, according to Gary Nevison at Farnell InOne, a leading marketer and distributor of electronic and maintenance, repair and operations (MRO) products. Nevison added that it will take up to 11 years to replace all the old directives with the REACH legislation. Like the Waste Electrical and Electronic Equipment (WEEE) Directive, in order for US-based companies to export chemical substances into the EU, these companies will need to partner with an EU-based importer that will be responsible for complying with the REACH requirements. Non-REACH-compliant chemical substances will not be able to be marketed and/or imported in the EU after June 1, 2007. As such, some industry analysts predict that REACH will have even larger impact than the RoHS directive.

DVR cards for dual core CPUS released by AopVision
CCTV digital video recorder (DVR) specialist Shenzhen AopVision Tech Co. Ltd has released its MPEG-4/H.264 software compression DVR cards that are optimized for use with dual core CPU systems. Available in 4ch (AOP-V7104) and 8ch (AOP-V7108) configurations, the DVR cards are embedded with Philips SAA7130HL video decoder chipset and fit into a PCI Express slot. These are compatible with Windows 2000/XP OS, and support 352x288-pixel display, and 100fps to 120fps (AOP-V7104) and 200-240fps (AOP-V7108) recording rates. UN to target proper recycling of e-waste in developing countries
The United Nations (UN) has launched a global private-public partnership intending to tackle the largely uncontrolled amounts of electronic and electrical waste, particularly in developing countries. The project, called Solving the E-Waste Problem or StEP, is a partnership among major hardware manufacturers and software companies, including Microsoft, Hewlett-Packard and Dell. The taskforce will also include academics, government offices and NGOs.
