Zhuhai, located in Guangdong Province of the PRC, lies opposite Shenzhen and Hong Kong across the sea in the east and adjacent to Macau in the south. The Hong Kong-Zhuhai-Macau Bridge allows Zhuhai to be the only city connected with Hong Kong and Macau through land and bridge.
As one of the earliest special economic zones subject to reform and opening up in China, Zhuhai has presently ten national first-class ports. Zhuhai, which is highly open and economically developed, ranking first in China's urban sustainable development index report, and its per capita GDP has exceeded USD 25,000, being ranked fourth in China.
With mountains and rivers lying alternately, land and islands facing each other, the city has won such titles as "Top 10 livable Chinese cities", "The Happiest City in China" and "Internationally Best Example for Improving the Living Environment" and it is also the only city in China that has been selected into “Top 40 Tourist Attractions" with its overall urban landscape, enjoying the reputation of "A Romantic City".
The city has formed six major pillar industries with solid foundations, including electronic information, household electrical appliances, petrochemical industry, electric power and energy, precision machinery manufacturing and biomedicine.
At present, Zhuhai is making every effort to build up five billion-level clusters focusing on integrated circuits, biomedicine, new materials, new energy and high-end printing equipment, which form a "5+1" modern industrial pattern together with the high-end equipment industry in aviation and space, striving to build an internationally competitive industrial highland in the west bank of the Greater Bay Area.

cIn 2025, Zhuhai's integrated circuit industrial cluster is planned to reach RMB 100 billion in scale, building up initially into an internationally competitive IC industrial cluster with the outstanding features of high-end leadership and coordinated development The IC design technology in key areas has reached the international leading level, and the linkage synergy of the IC industry chain has been strengthened and deeply integrated into the development of the IC industry in the Greater Bay Area. A number of advantageous backbone enterprises have been introduced and cultivated to be the industry leaders, and some innovation and public service platforms have been built up to meet basically the development needs of the industry and to support the industry development. Several characteristic IC industrial parks have been established to enhance comprehensively the spatial carrying capacity of the Zhuhai IC industry, thus forming an internationally leading high-end IC industry cluster.
The Outline of Guangdong-Hong Kong-Macao Greater Bay Area Development Plan and Opinions on Accelerating the Development of Semiconductor and Integrated Circuit Industry in Guangdong Province are implemented, focusing on the development of the electronic information industries related to the computer, communication equipment, wearable equipment, IOT, aviation and space, intelligent machine manufacturing, etc..
According to the new policies and measures, support will be given to biomedical enterprises in the form of award and subsidy up to RMB 100 million for project settlement, capital increase and production expansion in the stage of introduction and implementation; up to RMB 20 million for R&D of new drugs, up to RMB 10 million for R&D of medium- and high-end medical devices and up to RMB 10 million for consistency evaluation of generic drugs in the project R&D stage; and up to RMB 20 million in the industrialization stage of the project.
The Action Plan for Promoting High-Quality Development of the Biomedical Industry in Zhuhai (2020-2025) clarifies the three phased goals for the development of the biomedical industry in Zhuhai, namely the total output of the biomedical industry will reach RMB 26 billion in 2020, RMB 45 billion in 2025, and RMB 120 billion in 2035, forming a gathering area of biomedical innovation and a highland for gathering and development of the biomedical industry. Meanwhile, it puts forward six areas of key development, namely the chemical drugs, biological drugs, modern TCM, high-end preparations, medium- and high-end medical devices and the public health of “the medical, pharmaceutical and health care industries”; and it also promote actively the implementation of five major programs, namely the innovation ability enhancement, industrial competitiveness improvement, industrial agglomeration development, high-level open-up cooperation and factor support, to create a good environment for the development of the biomedical industry in all directions and throughout its whole industrial chains, and to promote the high-quality development of the biomedical industry.
The Measures for Promoting the Development of the Biomedical Industry in Zhuhai focuses on the core and demands of the development of the industry, and puts forward some targeted measures aiming at overcoming the difficulties in the development of the industry, having the four features as follows: first, the policy covers the whole development cycle of the biomedical industry and provides targeted support according to the features and needs of biomedical enterprises in the stages of introduction, implementation, R&D and industrialization; secondly, it puts forward some innovative clauses; thirdly, it moves forward the nodes for supporting R&D innovation; and finally, it creates in an all-round manner the environment for the development of the biomedical industry.
The biomedicine, modern TCM, health care products and medical equipment industry are introduced in priority to build up a nationally first-class and high-quality modern biomedical industrial park having ecological, intensive and professional features and integrating the R&D, production, packaging, logistics, marketing and inspection.
An industrial chain for chemical materials is formed focusing on the upstream and downstream production of PTA, synthetic resins, lubricating oil and additives, and a supporting industrial chain is also formed for production of lithium-ion batteries, including such key manufacturers as BP (Zhuhai), Energy (Separator), Lubrizol, Celanese; Ronshen (Ultramicro), and Innoscience (GaN-on-Si), Next, we will focus on the development of lithium-ion battery materials and functional polymer materials, accelerate the development of biomedical materials, make breakthroughs in the development of core and key materials of 5G (new generation of electronic information materials), and explore the development of composite materials for aviation use.
There are presently four major fields, e.g. the new energy power, electric IOT, energy storage batteries and new energy vehicles, and in the field of new energy vehicles, an industrial chain has been formed, including the manufacturing of new energy buses, such key components as batteries, motors and electronic control devices, and charging equipment. Leading enterprises have played a strong driving role, e.g. ZTE Smart Car, Yinlong New Energy, Xingye Solar and Gaojing Solan Next, we will focus on developing the PV equipment for new energy vehicles, electric IOT and energy storage battery industry, etc..
At present, Zhuhai has gathered 680 enterprises, e.g. Ninestar, Pantum, Tianwei and Meijiayin, and nearly 50 patents has been applied for the whole industry throughout the world, accounting for over 80% of the patents applied by the Chinese manufacturers of printing consumables, thus forming a complete industrial chain covering the software, product design, materials, key devices, equipment, applications and services. Zhuhai is the region in China which has the most complete industry chains for manufacturing printing consumables and occupies a leading position in the world, known as "the City of Printing Consumables", Next, we will focus on making a breakthrough in the key equipment and core devices in the fields of printer master control chips, color laser printing engine and color laser scanning unit.
Zhuhai Air Show can become a leader in the emerging air shows, and it is also closely related to the overall improvement of the innovation strength of enterprises. Relying on the air show, Zhuhai has also become the region with the most complete categories of general aviation industry and the most concentrated operators in Central South China. The Model AG600, as one of the three largest aircraft projects in China, was developed and assembled by China Aviation Industry General Aircraft Co., Ltd. in Zhuhai, and has completed the tests of taking off from the water and land.
Zhuhai has been ranked among the top 100 foreign trade cities in China for many years, having mature and developed international trade capacity.
In recent years, Zhuhai has been connected not only to expressway, intercity and airport hubs, but also to inland waterway, seaport and railway networks. In particular, by taking the Hong Kong-Zhuhai-Macau Bridge as the center, Zhuhai has optimized the environment convenient for open-up and cooperation in logistics, bonded trade, convention and exhibition, financial and legal services. It is pointed out in the Research Report for International Trade Pivot Cities under the Belt and Road Initiative in 2015 that Zhuhai ranks first among the pivot cities with potentials in international trade in China.
As an important pole city in the Greater Bay Area and the only city in mainland China connected with Hong Kong and Macau, Zhuhai has unique geographical advantages. Bordering the South China Sea, it is 36 nautical miles to Hong Kong by waterway in the east and connected with Macau by land in the south. Meanwhile, with many islands and vast sea area, Zhuhai is an important port city, having ten first-class national ports, second only to Shenzhen in China.
The Hong Kong-Zhuhai-Macau Bridge connects Zhuhai with Guangzhou, Shenzhen, Hong Kong, Macau and other pole cities in the Greater Bay Area, just like "a bunch of pearl necklace", resulting in the quick formation of the “one-hour economic circle” in the Greater Bay Area, Zhuhai will actively participate in the construction of the Greater Bay Area with the strength of the whole city by taking advantage of the construction campaign in the Greater Bay Area and integrating with the resources in Hong Kong and Macau, taking a more solid and bold step on the new journey of the "Second Venture".
With a total length of 55km, the Hong Kong-Zhuhai-Macau Bridge crosses the Pearl River Estuary and connects Hong Kong, Macau and Zhuhai, and as a national project and one of the most valuable properties of the State, it has set a number of records in the world, being regarded as a milestone work of China to commemorate its journey from a big nation to a powerful nation in construction of bridges. After opening to traffic, the Bridge allows a 40-minute ride from Zhuhai to Hong Kong, and the golden commuting circle of “one-hour mutual arrival”in the Greater Bay Area enables Zhuhai to move towards a high-end status in the Pearl River Delta, throughout China and even in the whole world.
The West Coast Expressway, the Jiangmen-Zhuhai Expressway, the Xianghai Bridge Expressway, the Airport Expressway and the Gaolan Port Expressway run through Zhuhai, which is the highway hubs connecting Hong Kong and Macau and radiating to the west bank of the Pearl River.

CCPIT,Zhuhai Sub-council(CCOIC,Zhuhai Chamber) aims to safeguard the legitimate rights and interests of its members engaged in economic and trade activities, promote the trade links and economic and technological cooperation between its members and the world, convey and put forward suggestions to relevant government departments or institutions, and provide services for its members to expand international exchanges and cooperation in goods, capital, labor and technology.
CCPIT,Zhuhai Sub-council(CCOIC,Zhuhai Chamber) relies on the CCPIT and CCOIC to carry out its work.
2、The Overview of CCPIT
Established in 1952, CCPIT is a Chinese agency for promotion of foreign trade and investment, which is responsible for implementing major national development strategies, promoting foreign trade, two-way investment and economic and technological cooperation, managing China, s economic and trade exhibitions abroad, taking charge of China’s participation in the affairs organized by BIE and the World Exposition, participating in formulation of economic and trade policies and regulations, foreign trade negotiations and preparation of international commercial rules, conducting legal counsel, commercial mediation, economic and trade and maritime arbitration, issuance and issuing of certificates of origin for exported commodities, documents and certificates related to foreign trade, providing intellectual property services e.g. patent application, trademark registration and rights protection in litigations, organizing industries and enterprises to deal with economic and trade frictions, and providing services e.g. economic and trade information and trainings.
3、Introduction to the ICC
Headquartered in Paris, the International Chamber of Commerce (ICC) is an important non-governmental economic and trade organization in the world and its economic and trade rules, e.g. the model clauses of commercial contracts, financial and trade conditions and arbitration procedures, are adopted by the concerned parties in more and more countries. In the trial process of foreign-related commercial cases, it is quite common for China to apply the economic and trade rules of ICC. The ICC formulated the International Rules for the Interpretation of Trade Terms (INCOTERMS), the Uniform Customs and Practice for Documentary Credits (UCP), the Uniform Rules for Demand Guarantees (URDG) and other economic and trade rules, and agreed to apply the ICC arbitration rules to resolve disputes. The CCOIC has become one of the most influential foreign-related chamber of commerce in China.
