The financial crisis sweeping across the world has had a huge impact on the developed countries with hollowed out manufacturing industries, which made them adopt re-industrialization strategies one after another after the crisis. Shanghai has experienced a tortuous exploration process for the positioning of the manufacturing industry. CEConline: After the Central Economic Work Conference put forward the concept of Four New Economies, what experience has Shanghai gained in exploring the Four New Economies?
Li Yaoxin: During the construction of the Science and Technology Innovation Center, we truly felt that to complete the industrial upgrading and transformation and realize the reconstruction of the manufacturing industry, we must find new impetus and inject new vitality. The four new economies represented by new models and new formats are the best choice. Nearly 40 four new economic fields have emerged in Shanghai from bottom to top, including robotics, supply chain management and services, commodity trading, Internet finance, digital content, and remanufacturing. It is characterized by strong permeability and integration, high dependence on the basic environment, light assets, high growth, dynamic changes, and cross-border integration.
The four new economies are very different from the strategic emerging industries that you often hear: the strategic emerging industries represent the industry development direction determined by the top-down government-led will; The economy is represented by bottom-up market demand and grassroots economy.
Because of this, the original planning method and management system cannot be used in the cultivation of the four new economies. Our experience is that no top-level planning, no distinction between traditional and modern, and no statistical regulations are required in the promotion process. So how did the four new economies come into being? The first is to give full play to the innovative vitality of small, medium and micro enterprises. Four new economies will be cultivated through the transformation of excellent entrepreneurial projects, recommendations in smart city construction, and spillover effects from military-civilian integration. Li Yaoxin: For China's manufacturing industry, "Made in China 2025" is undoubtedly the most important long-term plan representing the national strategy. The 10 major fields mentioned in "Made in China 2025" have a high degree of overlap with major innovation projects in Shanghai's manufacturing industry. Navigation, high-end ships and other fields already have a good industrial foundation and first-mover advantage. This is not only the direction of the country, but also the way out for Shanghai. Under the leadership of the Municipal Party Committee and Municipal Government, we are actively carrying out research work to serve the national strategy and connect with the national plan.
At this stage, carrying out pilot demonstrations of intelligent manufacturing is a key starting point for promoting the implementation of "Made in China 2025", and it is also the entry point and main direction for the deep integration of industrialization and informatization. Focusing on the development direction of the "Made in China 2025 Planning Outline", we will actively undertake a number of major projects in intelligent manufacturing that are world-leading, nationally needed, and Shanghai has an advantage, so as to build a new future-oriented manufacturing capability.
Combined with the "13th Five-Year Plan" research, Shanghai will focus on key areas such as industrial robots and service robots, high-end CNC machine tools, 3D printing, intelligent integrated services, intelligent control systems, sensors and intelligent instrumentation, etc. Invite enterprises, industry associations, industry alliances, scientific research institutes, colleges and institutions to participate in the industrial development discussion, and formulate industry-related plans for key areas of intelligent manufacturing in Shanghai.
We will focus on intelligent manufacturing, research and optimize the breakthrough support policy for the first (set) of high-end intelligent equipment in Shanghai, continue to implement the first set of demonstration application projects, and continue to increase the awareness of robot-based intelligent equipment. For example, we encourage enterprises to benchmark "Industry 4.0", promote the deep integration of industrialization and industrialization, and build 5 robot demonstration application production lines every year.
Although intelligent manufacturing has a high threshold in terms of capital, technology and management, most of the large enterprises are currently qualified to carry out demonstrations, but this does not mean that small and medium-sized enterprises can only watch on the sidelines. Many leaders in the field of intelligent manufacturing in Shanghai are small and medium-sized private enterprises. For example, an auto parts company has carried out the automatic production integration of ERP and inspection system, established a multi-functional flexible production line with fully automatic process, realized the mixed production of different types of products, and increased the production efficiency by more than 40%.
But in terms of manufacturing development, Shanghai faces the same problems as many eastern coastal cities, that is, rigid constraints in terms of land, resources, environment, population, etc., and the problem of rigid constraints is particularly prominent in Shanghai. . Therefore, it is necessary to support the superior and eliminate the inferior at the same time. While cultivating new vitality and building new strength, we must also eliminate backward production capacity. As early as the 1980s, Shanghai began its major industrial adjustment, led by steel and textiles, and subsequent adjustments were still carried out around the national strategy and Shanghai's positioning.
Adjustment comes at a price. Last year, we adjusted nearly 650 related industrial projects, and lost 18 billion yuan in industrial output value at once. If we add in the transfer of production capacity, the industrial output value adjusted last year will be lost. The output value is as high as 88 billion yuan. However, our adjustment plan for this year is even higher. It is 1,000 projects. We will resolutely eliminate backward, low-end and excess capacity with the spirit of a strong man breaking his wrist.
This adjustment is very different from the previous "shut down and turn" and "free the cage for the bird". The first is to achieve this through institutional innovation, that is, to formulate industrial structure adjustment standards such as energy efficiency, environmental protection, safety, and quality, and to adjust backward and low-end production capacity in accordance with laws and regulations.
In addition, it is necessary to seize the opportunity of the "Thirteenth Five-Year Plan" and strive to integrate industrial adjustment planning into economic and social development planning, urban and rural planning, land use planning, and ecological environmental protection planning, so as to achieve more Uniformity.
